One Agency’s Approach to Achieving Success Outcomes

Many agencies create a strategic plan to focus their efforts on a clear long-term vision and develop an action plan to guide everyday decision-making to achieve it. Once a strategic plan is developed, how does an agency bring it to life? How does an agency make sure that it doesn’t just become a document that sits on a shelf? TransPro is proud to have worked with many agencies who have developed performance management programs to measure their success on an ongoing basis. While each performance management program may look a little bit different for each agency, one of the most important components of performance management is cultural buy-in and alignment towards accomplishing the outcomes of the plan.

TransPro supported one mid-size agency through the strategic planning process, where they experienced success in achieving cultural buy-in to achieve its success outcomes. Here is their story.

The agency developed an organizational scorecard with performance metrics to identify and measure success for the Board, Management, employees, elected officials, and members of the public to easily gain an at-a-glance view of the agency’s performance. Through a system that provides clarity and effectively communicated performance expectations and results, the agency developed departmental scorecards and ultimately individual scorecards. This system allows organizational goals to cascade down and for departmental and individual results to cascade up. In addition to providing a system to measure performance, this agency identified several key values-based metrics that it also measured to ensure a balance between performance and cultural values to measure success. By providing a clear and consistent methodology to define and measure results at the organizational, departmental, and individual levels – from a performance and values perspective – this agency experienced measured focus, alignment, and growth towards its success outcomes.
