James Rubin

Principal

James Rubin is an expert in transit market research, planning, and operations.

James managed and conducted subway, bus, and paratransit customer research at the New York Metropolitan Transportation Authority (MTA) for nearly a decade, delivering actionable results to agency leadership to develop strategic plans and initiatives. At MTA, he designed, implemented, and managed a biannual customer satisfaction survey with more than 200,000 respondents per cycle.

Before the MTA, James worked at the Federal Transit Administration on state-of-good repair and asset management programs. At the University of California Transportation Center, he contributed to research on the proposed high-speed rail project, Bay Area Rapid Transit customer responses to changing service characteristics, transit-oriented development, and the influence of childhood experience on adult travel behavior.

James is also an adjunct professor in the Hunter College Department of Urban Policy and Planning. He teaches graduate courses in public transportation, transportation planning, regional planning, and research methods.

James has a Bachelor of Arts from the University of Pennsylvania, a Master in Urban Planning from Hunter College, a Master of Science in Civil Engineering from University of California – Berkeley, and a Doctor of Philosophy in City and Regional Planning from University of California – Berkeley.
